**In the Name of Allah, the Most Gracious, the Most Merciful.**

**Question:**

Your Eminence, Sheikh Abdul Aziz… Peace be upon you, and Allah’s mercy and blessings.

During a lecture on the night of Friday, 8/1/1407 AH, you were asked about Islamic groups, including *Jama'at al-Tabligh*. The questioner asked: *Do you advise joining and supporting them?* You mentioned that people are divided regarding them— some praise them, while others criticize them—and you explained the reasons.

You stated that they have been traveling for a long time to both non-Muslim and Muslim countries, calling people to Allah, discouraging worldly attachments, encouraging the pursuit of the Hereafter, urging adherence to Islam, and warning against disbelief. Their efforts are tangible.

You added that those who join them from among the people of knowledge and insight — to encourage, teach, and assist them in spreading Tawheed (monotheism), sincerity, and abandoning innovations — have done well. However, those who join them in ignorance are at risk.

If a knowledgeable, Sunnah-following, and Tawheed-advocating person accompanies them, they benefit both the group and the people. My advice is that they should not be prevented or boycotted but rather supported, encouraged, and taught what they may lack. Scholars and people of insight should engage with them to strengthen Salafi Da'wah and the knowledge of the Sunnah among them, increasing their benefit.

They are currently very active, and who else is fulfilling their role? Preachers of truth are few compared to the abundance of innovators and evildoers, so they should be encouraged.

However, I have learned that a fatwa was issued by the *Permanent Committee* contradicting your above statement, causing confusion among people. Thus, I request you to clarify your final stance on them and what you believe is pleasing to Allah—encouraging Da'wah without undermining it. We hope you remain steadfast in truth, unswayed by criticism.

**Fatwa (Response):**

Praise be to Allah, and peace and blessings be upon the Messenger of Allah.

There are many diverse groups calling to Allah. Previously, some brothers inquired about *Jama'at al-Tabligh*, a group originating from India, Pakistan, and other regions. They travel across the world—Europe, Africa, America, Asia, and elsewhere—actively conveying the message, hence their name (*Tabligh* means "conveyance").

As mentioned earlier, people are divided about them—some criticize out of ignorance, others praise based on knowledge, while some take a middle stance. Our past and present position is that they are not perfect; they have shortcomings and errors. Some of their early leaders held mistakes and innovations, but most current members are free from these, though traces may remain among older leaders.

Those currently traveling aim to guide people to Islam, encourage the Hereafter, discourage worldly attachments, and promote obedience to Allah and His Messenger. Many have been positively influenced by them, including sinners and transgressors who later became righteous worshippers due to their Da'wah. This is what we have observed, and many of our brothers who accompanied them attest to this.

They do have deficiencies and ignorance, as noted, and include well-intentioned but uninformed individuals. If people of knowledge, insight, and sound creed accompany them, they can correct their mistakes, assist in good, and enhance the Da'wah’s effectiveness.

Regarding the fatwa issued by the *Permanent Committee* years ago, some aspects of the group were overlooked, leading to an inappropriate ruling. It should not be acted upon; rather, our earlier stance stands. Scholars must cooperate with them in righteousness and piety, correcting their errors.

The same applies to other groups like the *Muslim Brotherhood*, *Jama'at-e-Islami* in Pakistan and India, etc. All have flaws, and the obligation is to cooperate in goodness and piety, uniting for the benefit of Muslims. Scholars must collaborate to address shortcomings and advise accordingly, ensuring Da'wah efforts are harmonious and mutually supportive. Disunity only breeds aversion, doubts, and confusion.

Thus, every knowledgeable and sincere scholar must contribute to good, correcting mistakes—whether in *Jama'at al-Tabligh* or others. This is our belief regarding all groups: errors should be pointed out and clarified, while good efforts should be acknowledged and encouraged to spread among people, ensuring Da'wah remains upright across all Islamic groups.

We ask Allah for success, sound intentions, and righteous deeds. He is the Guardian and Capable of all things. May Allah’s peace and blessings be upon our Prophet Muhammad, his family, and companions.

**English Translation:**

**Question:**

A message from Brother Abu Al-Harith Ali ibn Ata Al-Mannan, who asks:

"There is a group that encourages people to go out in the path of Allah (for da’wah). As part of this, they go to a mosque in any neighborhood, spend three days there reading *Riyad as-Salihin* (a book of hadith) without explanation or commentary, and then in the afternoon, they knock on people’s doors, saying, 'Come to the mosque to listen to words of goodness and faith.' Was this practice known from the Prophet ﷺ?"

**Answer:**

In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and peace and blessings be upon the Messenger of Allah, his family, companions, and those who follow his guidance.

To proceed:

Gathering for goodness, studying knowledge, and understanding the religion are commendable acts. Young and old, men and women, should strive to seek knowledge and understand the religion through the Quran and the Sunnah.

The Prophet ﷺ said:

- *"Whoever Allah wills good for, He grants him understanding of the religion." * (Bukhari & Muslim).

- *"Whoever treads a path in search of knowledge, Allah will make easy for him a path to Paradise." * (Muslim).

- *"Whenever people gather in a mosque to recite the Book of Allah and study it together, tranquility descends upon them, mercy covers them, angels surround them, and Allah mentions them to those near Him." * (Muslim).

This group that goes out for da’wah and gathers in mosques to study *Riyad as-Salihin* or other Islamic books is doing something good, as it promotes cooperation in seeking knowledge.

Similarly, if they visit villages or tribes to call people to Allah, teach them correct beliefs, and educate them about religious obligations, this is praiseworthy. The Prophet ﷺ used to send preachers to tribes and even once sent seventy Quran reciters for this purpose.

However, **knocking on doors** and telling people to come to the mosque has no clear basis in the Sunnah. It is better for the imam to announce lectures or gatherings in the mosque so that those interested may attend without disturbing people in their homes. Allah says:

- *"Cooperate in righteousness and piety."*

(Quran 5:2).

- *"Exhort one another to truth and patience." * (Quran 103:3).

**In summary:** Da’wah and teaching are encouraged, but it is preferable to avoid going to people’s homes. Public announcements in the mosque are sufficient.

**Host:** May Allah reward you with goodness

Going Out with the Tablighi Jama’ah

His Eminence Sheikh Abdul-Aziz bin Baz, may Allah preserve him, peace be upon you and the mercy of Allah and His blessings. We are residents of the rural areas; some of us are settled in villages, while others follow their grazing livestock. The Tablighi Jama’ah (preaching group) comes to us—some of whom we know personally and trust their sincerity, though they are not scholars, while others among them are scholars. They invite us to go out to the surrounding villages and set specific durations for this, such as days, weeks, or months. We have observed that the remembrance circles (halaqas) they conduct with us are free from any concerns. Is it permissible to listen to them or go out with them to neighboring villages or outside the Kingdom? We kindly request Your Eminence to clarify this matter and write to me, as I have been sent by my community, and they will only be convinced by a written response from Your Eminence. May Allah reward you with the best on our behalf and on behalf of all Muslims.

**Response:**

Peace be upon you and the mercy of Allah and His blessings.

If the mentioned individuals are known for their sound creed, knowledge, virtue, and good conduct, then there is no harm in cooperating with them in calling to Allah, teaching, and offering sincere advice, based on Allah’s words:

*"And cooperate in righteousness and piety" * (Quran 5:2),

and the Prophet’s (peace be upon him) saying:

*"Whoever guides others to good will have a reward like that of the one who does it."*

May Allah grant everyone success.

Ruling on Going Out with the Tablighi Jamaat

**Question:**

There are some groups in certain mosques in Gulf countries where people gather for *I'tikaf* (seclusion in the mosque for worship) and call others to Islam. People from various Gulf and other Islamic countries join them, and they invite others to go out in the path of Allah to teach people about religion. For example, after every *dhikr* (remembrance of Allah) session, one of them asks, "Who will go out in the path of Allah?" and they register the names of those who agree to go. Does Your Eminence advise assisting them and joining them? And why don’t they come here and establish an Islamic group, etc.?

**Answer:**

These are known as the **Tablighi Jamaat**, a well-known group for decades. They have efforts in calling people to Allah, and they travel in the path of Allah—to non-Muslim countries and elsewhere, to Europe, America, and everywhere. They have Islamic activities, but they also have some mistakes and errors.

If a student of knowledge goes out with them and cooperates with them in a good way—helping them in calling people to Allah—and corrects them when they make mistakes, that is fine. It is important that they are accompanied by people of insight, knowledge, sound creed (*Aqeedah*), and good understanding, because their origin is from Pakistan (initially from India). They have had significant efforts in calling people to Allah, and they show patience in hardships and endure difficulties. They rely on themselves for travel and food, not burdening others, but rather spending from their own resources.

They have good deeds and a strong influence on people, leading many to Islam through their efforts. However, they do have some mistakes and some ignorance. Therefore, it is important that people of sound creed and knowledge accompany them so they can cooperate in goodness. This is a righteous effort.

**The Ruling on Setting Fixed Times for Going Out for Dawah (Islamic Propagation) – Specifically the Known Schedule Followed by the Tablighi Jamaat**

It depends on one's capability. Sometimes it is for a month, sometimes two months, three months, or even four—all based on ensuring they have sufficient provisions. If they do not set a fixed duration, they would not know how to prepare their provisions. They must have enough supplies—whether for forty days, two months, three months, or a year—according to their ability and mutual agreement. There is no harm if they all agree upon it.

The Prophet (ﷺ) sent preachers to tribes and cities and dispatched messengers (for dawah). So if a group decides to go out for a month, forty days, two months, or thirty days, and they prepare accordingly, then it is fine—may Allah reward them. However, this should be done with knowledge and clear understanding:

*"Say, 'This is my way; I invite to Allah with insight...'" * (Quran 12:108)

But if they are ignorant or hold deviant beliefs, then no (it is not permissible).

---

https://binbaz.org.sa/fatwas/22866/%D9%87%D9%84-%D8%A7%D9%84%D8%AE%D8%B1%D9%88%D8%AC-%D9%85%D8%B9-%D8%AC%D9%85%D8%A7%D8%B9%D8%A9-%D8%A7%D9%84%D8%AA%D8%A8%D9%84%D9%8A%D8%BA-%D9%85%D9%86-%D8%A7%D9%84%D8%AC%D9%87%D8%A7%D8%AF

Is going out with the Tablighi Jamaat considered jihad?

The Tablighi Jamaat claim that going out with them is jihad in the path of Allah?

Calling to Allah is part of jihad in His path, but it may be obligatory or non-obligatory depending on the situation. The Prophet (peace be upon him) said: *"Allah did not send any prophet before me but he had among his people disciples and companions who followed his way and obeyed his command. Then there came after them their successors who preached what they did not practice and practiced what they were not commanded to do. He who strove against them with his hand was a believer; he who strove against them with his tongue was a believer; and he who strove against them with his heart was a believer, and beyond that there is no faith even to the extent of a mustard seed."*

Therefore, calling to Allah, enjoining good, and forbidding evil are forms of jihad, depending on one’s capability. Sometimes it is done by hand (action), sometimes by tongue (speech), and sometimes by heart (rejection). Going out to call people to Allah—to tribes, Bedouins, villages, and remote areas—to deliver the message of Allah is a form of jihad. It may be obligatory for those who are capable and not obligatory for others, depending on their ability.

However, knowledge is also essential. Within the Tablighi Jamaat, there are some insightful and knowledgeable individuals, while others may not be as well-informed. Among our brothers in Pakistan and India, some are people of deep understanding, while others are not. Therefore, it is necessary to join those who have insight, knowledge, and a sound, correct creed.

**Women Going Out for Da'wah (Islamic Propagation)**

**Question:** There is a group of people involved in da'wah who travel from one city to another at different times of the year, staying for several days or a week. Additionally, they once a year travel to Pakistan for forty (40) days to call people to Islam and teach Muslims the teachings of their religion. The men sit in a mosque, while the women sit in someone’s home. Is it recommended for women to go out for da'wah? It should be noted that they leave their children with a relative, and sometimes they leave them with women who cannot go out due to the absence of a mahram (non-marriageable male guardian).

**Answer:** If those going out for da'wah have knowledge and understanding of what the Qur’an and Sunnah indicate regarding matters of creed and other Islamic rulings, then their work is good, and they have done well in that—whether the duration is short or long. This is based on Allah’s saying:

*"And who is better in speech than one who invites to Allah, does righteous deeds, and says, ‘Indeed, I am of the Muslims’?"* (Qur’an 41:33)

And His saying:

*"Invite to the way of your Lord with wisdom and good instruction, and argue with them in a way that is best."* (Qur’an 16:125)

And His saying:

*"Say, ‘This is my way; I invite to Allah with insight, I and those who follow me. And exalted is Allah; and I am not of those who associate others with Him.’"* (Qur’an 12:108)

Additionally, the Prophet (ﷺ) said to ‘Ali when he sent him to Khaybar to call the Jews to Islam:

*"By Allah, if Allah guides one man through you, it is better for you than a herd of red camels."* (Agreed upon)

The Prophet (ﷺ) also sent da'wah callers to Yemen and to many Arab tribes. There is no issue if a man takes his wife along with him. And Allah is the Granter of success.

Going out with the people of Dawah

Whoever wants to learn about the Sunnah and the recommended acts (mustahabbat) should accompany these people, and you will find them adhering to much (of the religion). What is your advice to the youth: Should they accompany them or avoid them?

As previously mentioned, they have an impact on reforming those who accompany them because they are enthusiastic about Islam, active in calling to Islam, and committed to it. For this reason, we find many who accompany them being influenced by that, adhering to prayer and other acts, and keeping the company of the righteous. However, as mentioned earlier, they have shortcomings concerning matters of creed (aqidah), clarifying Tawheed, clarifying shirk, and clarifying innovations (bid’ah).

If it is possible for someone knowledgeable to accompany them and fill the gaps—taking from their enthusiasm and adding to it what pertains to clarifying correct creed—or to guide and encourage them so that they become callers to correct creed along with good character, and so that they become those who reject innovations with clear insight, then all goodness will come together: this and that.

Host: So, you advise students of knowledge to accompany them?

Shaykh: The people of knowledge who have insight, so that both groups benefit. Those with insight benefit from their enthusiasm and patience, and our brothers in the Tablighi Jamaat benefit in matters related to correct creed and what opposes it.

Host: May I ask His Eminence the Shaykh to kindly offer advice to this group (Tablighi Jamaat), which you mentioned has a significant impact in our Islamic world?

Shaykh: Yes, I advise them—the Tablighi Jamaat—and I advise them frequently to focus on creed, to clarify the correct creed, the Tawheed of Allah, which means dedicating worship solely to Allah—glory be to Him—and abandoning the worship of anything besides Him, such as attachment to prophets, saints, righteous people, or others, because this is major shirk.

It is incumbent upon them and others to pay attention to this, because creed is the foundation and the core, while everything else is secondary. It is obligatory for them to focus on creed and strive to clarify it and clarify what opposes it, such as major shirk—calling upon the dead, seeking help from the dead, making vows to them, slaughtering sacrifices for them, and similar acts.

People have fallen into grave shirk—some relating to Al-Hussein, some to Fatimah, some to Ali (may Allah be pleased with him), some to Al-Badawi, and others to so-and-so. No! This is a grave evil and major shirk. Calling upon the dead—whether prophets or others—is major shirk. Whether one calls upon Al-Hussein, the Prophet (peace be upon him), Fatimah, Ali (may Allah be pleased with him), Al-Siddiq, Umar, Al-Badawi, Ibn Arabi, Shaykh Abdul-Qadir Al-Jilani, or others—calling upon them besides Allah, making vows to them, seeking their help—this is major shirk.

It is obligatory to beware of this. It is obligatory upon callers (to Islam) to warn against shirk because it is the root of calamity. Shirk is the root of calamity; it is the greatest of sins, just as Tawheed is the root of all good and the greatest obligation.

This is an area where the Tablighi Jamaat falls short. It is obligatory upon them to focus on it, and upon those who share their efforts to remind them and assist them in this matter, so that their dawah becomes complete and fulfills what is required—calling to the Tawheed of Allah and warning against shirk, along with calling to prayer, fasting, zakat, good character, and warning against sins. This should go hand in hand.
