DAWAH AND TABLIGH BETWEEN FAIRNESS AND MISREPRESENTATION
A Balanced Examination of the Tabligh Movement in Light of the Qur’an, Sunnah, and the Statements of Senior Scholars

All praise belongs to Allah, Lord of the worlds. We praise Him, seek His help and forgiveness, and turn to Him in repentance. We seek refuge in Allah from the evil of ourselves and the consequences of our deeds.
May Allah's peace and blessings be upon our beloved Prophet Muhammad ﷺ, upon his family, his Companions, and all those who follow his guidance until the Day of Judgment.
INTRODUCTION: A CALL TO JUSTICE
Discussion concerning the Tabligh movement has become widespread. Some people praise it excessively, while others condemn it completely.
Between these two extremes lies the position of fairness.
A Muslim should neither blindly defend a group nor blindly condemn it. Rather, every person and every organization must be judged according to the Qur’an and authentic Sunnah.
Allah سبحانه وتعالى says:
﴿يَا أَيُّهَا الَّذِينَ آمَنُوا إِنْ جَاءَكُمْ فَاسِقٌ بِنَبَإٍ فَتَبَيَّنُوا أَنْ تُصِيبُوا قَوْمًا بِجَهَالَةٍ فَتُصْبِحُوا عَلَىٰ مَا فَعَلْتُمْ نَادِمِينَ﴾
“O you who believe! If a wicked person comes to you with news, verify it, lest you harm people in ignorance and then become regretful for what you have done.”
Surah al-Hujurat 49:6
The Qur’an therefore establishes a principle of verification before judgment.

Accordingly, this article is not intended to claim that the Tabligh movement is infallible, nor that every individual associated with it is correct.
Rather, it seeks to establish a fair principle:
We acknowledge the good, correct the mistakes, verify the accusations, and judge all matters according to the Qur’an and Sunnah.
1. CALLING PEOPLE TO ALLAH IS A NOBLE ISLAMIC DUTY
The foundation of Dawah is not controversial.
Allah سبحانه وتعالى says:
﴿ادْعُ إِلَىٰ سَبِيلِ رَبِّكَ بِالْحِكْمَةِ وَالْمَوْعِظَةِ الْحَسَنَةِ وَجَادِلْهُمْ بِالَّتِي هِيَ أَحْسَنُ﴾
“Invite to the way of your Lord with wisdom and good instruction, and argue with them in the best manner.”
Surah al-Nahl 16:125

This verse establishes three important principles of Dawah:
Wisdom
Good instruction
The best manner of dialogue
These principles are highly relevant when considering the work of the Tabligh movement.
One of the notable characteristics of Tabligh Dawah has been its emphasis on approaching ordinary Muslims, encouraging them toward prayer, remembrance of Allah, repentance, good character, and attachment to the mosque.
These are not foreign concepts introduced by the movement. They are firmly established Islamic teachings.
The question should therefore not be:
“Is calling people to prayer and obedience to Allah good?”
Rather, the more appropriate questions are:
“Is the method sound?”
“Are mistakes being corrected?”
“Is Dawah accompanied by sufficient knowledge?”
“Are the Qur’an and Sunnah being followed?”
These are legitimate questions, and they can be discussed without turning the discussion into hostility.
2. THE PROPHET ﷺ TAUGHT DAWAAH WITH EASE AND COMPASSION
The Prophet ﷺ said:
«يَسِّرُوا وَلَا تُعَسِّرُوا، وَبَشِّرُوا وَلَا تُنَفِّرُوا»
“Make things easy and do not make things difficult; give glad tidings and do not repel people.”
This hadith is authentic and is recorded by al-Bukhari and Muslim.

This does not mean that the caller abandons truth.
Rather, it means that truth should be delivered with wisdom.
The Prophet ﷺ did not change Islam to please people, but he knew how to reach people's hearts.
This is one reason why the principle of gentleness deserves serious consideration in Dawah.
A person who has been away from Islam for years may not be brought back through harshness.
He may need someone to speak to him with patience, remind him of Allah, encourage him to pray, and gradually help him rebuild his relationship with his Creator.
3. DOES THE TABLIGH MOVEMENT IGNORE TAWHEED?
This is one of the most frequently repeated criticisms.
A fair answer requires distinction.
It would be incorrect to claim that every Tablighi is ignorant of Tawhid.
At the same time, it would also be incorrect to claim that every person associated with the movement possesses comprehensive knowledge of Islamic creed.
This distinction is important.
Shaykh Abdul Aziz ibn Baz رحمه الله criticized shortcomings in knowledge and emphasized the need for people of knowledge to guide and correct those involved in Dawah.
But he did not advocate abandoning all cooperation with them.
In one of his official answers, he was asked specifically about joining the Tabligh movement.
He replied:
«فشارك في الخير، ولا تشارك في الشر»
“Participate with them in good, but do not participate in evil.”
He then explained that one should neither be absolutely with them nor absolutely against them, but should cooperate in good and correct mistakes.

This is a very important principle.
It means that the correct response to a group's shortcomings is not necessarily:
“Reject everything they do.”
Rather:
Take part in what is good, reject what is wrong, advise them, and encourage them toward stronger adherence to the Qur’an and Sunnah.
4. THE IMPORTANT STATEMENT OF SHAYKH IBN BAZ رحمه الله
Because many discussions about Tabligh quote Shaykh Ibn Baz رحمه الله selectively, his actual answer deserves to be read in context.
The question posed to him was:
«إنَّ كثيرًا من الشباب يدعونني أن أشترك معهم في الدعوة إلى الله، وهم من جماعة تُسمَّى جماعة التبليغ، فما رأيكم في ذلك؟»
The Shaykh answered by explaining that there are different groups and that the Muslim should cooperate with them in goodness while rejecting what conflicts with the Sharīʿah.
His concluding principle is particularly important:
«فلا تكن معهم مطلقًا، ولا عليهم مطلقًا، بل معهم في الخير، وعليهم فيما أخطأوا فيه»
“Do not be absolutely with them, nor absolutely against them; rather, be with them in good and against them regarding what they have done incorrectly.”
This is perhaps one of the fairest principles with which to approach the subject.
It neither sanctifies the movement nor demonizes it.
It recognizes that:
good may exist within a movement;
mistakes may also exist;
individuals differ;
knowledge must be sought;
mistakes should be corrected;
beneficial Dawah should not be abandoned merely because human beings are imperfect.
5. WHAT DID SHAYKH IBN UTHAYMEEN رحمه الله SAY?
The statements of Shaykh Muhammad ibn Salih al-Uthaymeen رحمه الله are also particularly important because they demonstrate a nuanced position.
He was asked about the Tabligh movement and whether he recommended going out with them.
He began by affirming the legitimacy of Dawah itself:
«الدعوة إلى الله عز وجل مأمور بها»
“Calling to Allah, Mighty and Majestic, is something commanded.”
He then acknowledged shortcomings:
«صحيح أن عندهم جهلاً، وأنهم يحتاجون إلى طلبة علم يخرجون معهم»
“It is true that they have some ignorance and that they need students of knowledge to accompany them.”
But notice what he said immediately afterward.
He stated that he was not severe in warning against them, and he recognized the substantial positive influence of their Dawah.
He said:
«لأن لهم تأثيراً بالغاً في هداية الخلق»
“Because they have a profound influence in guiding people.”
He then gave examples of people who changed through their efforts, mentioning people who had been sinful and others who were non-Muslims and became Muslims.
He also mentioned qualities such as:
gentleness;
selflessness;
good character.

This statement deserves serious reflection.
It does not say:
“Everything about Tabligh is correct.”
Nor does it say:
“Everything about Tabligh is false.”
Instead, it acknowledges both shortcomings and significant benefit.
That is precisely the balanced approach this article advocates.
6. “NOBODY WAS GUIDED THROUGH THEM” — IS THIS A FAIR CLAIM?
It is difficult to justify such an absolute statement.
Shaykh Ibn Uthaymeen رحمه الله explicitly stated that the movement had a significant effect in guiding people.
He said:
«فكم من إنسان فاسق صار مستقيماً على أيديهم، وكم من إنسان كافر صار مسلماً على أيديهم»
“How many sinful people became upright through them, and how many disbelievers became Muslims through them.”
This is a direct statement from a senior scholar and therefore deserves consideration.
It does not prove that every claim made about the movement is true.
But it does demonstrate that the claim that the movement produces no guidance or benefit is inconsistent with the assessment of a scholar such as Ibn Uthaymeen.
7. THE SIX QUALITIES
The Tabligh movement is widely known for emphasizing what are commonly called the Six Qualities:
The Kalimah / testimony of faith.
Prayer.
Knowledge and remembrance of Allah.
Honoring Muslims.
Sincerity.
Calling people to Allah.
These concepts are not themselves a new religion.
The testimony of faith is fundamental to Islam.
Prayer is obligatory.
Knowledge is commanded.
Remembrance is legislated.
Sincerity is essential.
Honoring Muslims is part of Islamic character.
Calling people to Allah is established by the Qur’an and Sunnah.
Therefore, the scholarly discussion should focus on whether the presentation and application of these principles are sufficient and accurate—not on pretending that the underlying concepts are foreign to Islam.
8. FAITH AND KNOWLEDGE
One criticism sometimes heard is that the movement emphasizes faith before knowledge.
This statement needs clarification.
The intention should not be understood as:
“Do not seek Islamic knowledge.”
Rather, the emphasis is that knowledge should produce faith, humility, fear of Allah, and righteous action.
Jundub ibn Abdullah رضي الله عنه narrated:
«كُنَّا مَعَ النَّبِيِّ ﷺ وَنَحْنُ فِتْيَانٌ حَزَاوِرَةٌ، فَتَعَلَّمْنَا الإِيمَانَ قَبْلَ أَنْ نَتَعَلَّمَ القُرْآنَ، ثُمَّ تَعَلَّمْنَا القُرْآنَ فَازْدَدْنَا بِهِ إِيمَانًا»
“We were young men with the Prophet ﷺ. We learned faith before we learned the Qur’an; then we learned the Qur’an, and our faith increased through it.”
The hadith is recorded by Ibn Majah and authenticated by al-Albani.

This does not mean that knowledge is unimportant.
Rather, it teaches that religious knowledge should not become mere information disconnected from faith.
The ideal is:
Knowledge that produces faith, faith that motivates action, and action that reflects knowledge.
9. THE QUESTION OF THREE DAYS, FORTY DAYS, AND FOUR MONTHS
The well-known periods associated with Tabligh work are another frequently discussed issue.
The important distinction is between:
A. An organizational schedule
A group may decide to dedicate a particular amount of time to travel, training, Dawah, or spiritual development.
B. A divinely prescribed religious obligation
This would require evidence from the Qur’an and Sunnah.
Therefore, these periods should not be treated as obligatory upon every Muslim as though Allah or His Messenger ﷺ prescribed these exact numbers for everyone.
They should be understood as organizational and educational arrangements within the movement, unless someone claims a specific religious obligation that requires independent evidence.
This distinction is important because it prevents a disagreement over organizational practice from becoming a disagreement over the fundamentals of Islam.
10. DOES TABLIGH DISCOURAGE SEEKING KNOWLEDGE?
The fair answer is that this cannot be generalized to every member or every local group.
Shaykh Ibn Uthaymeen رحمه الله explicitly stated that those who have the ability to devote themselves to seeking knowledge should remain engaged in seeking knowledge rather than leaving it for Dawah travel.
He said:
«طلب العلم أفضل من الذهاب للدعوة إلى الله عز وجل»
“Seeking knowledge is better than going out for Dawah.”
This is an important qualification.
At the same time, he explained that a person who is not a student of knowledge and wants to go out in order to soften his heart and turn toward Allah may do so.
Thus, the balanced formula is:
The scholar teaches.
The student learns.
The ordinary Muslim works on his faith and calls others according to his knowledge and ability.
Dawah should never become an excuse for abandoning obligatory knowledge.
11. WHAT ABOUT PEOPLE WITH SINS OR WRONG BELIEFS JOINING THE MOVEMENT?
This requires understanding the nature of Dawah.
A Dawah movement will naturally encounter:
people who neglect prayer;
people involved in sins;
people distant from the mosque;
people who know little about Islam;
new Muslims;
people with incorrect beliefs;
people who are spiritually weak.
The presence of such people does not automatically mean that the movement approves of their previous condition.
A hospital contains sick people because sick people need treatment.
Likewise, a Dawah environment may contain people who need spiritual and religious reform.
The goal is not to say:
“You must become perfect before we speak to you.”
The goal is to help the person move from weakness toward strength.
At the same time, genuine errors in creed or practice should be corrected through knowledge and wisdom.
12. MISTAKES OF INDIVIDUALS ARE NOT AUTOMATICALLY THE CREED OF A MOVEMENT
This principle applies everywhere.
If a scholar makes a mistake, we do not reject Islamic knowledge.
If a Muslim makes a mistake, we do not reject Islam.
If a Dawah worker neglects his family, we do not conclude that Dawah itself is wrong.
Likewise, if a Tablighi makes a mistake, we should not automatically transform his individual action into the official creed of millions of people.
But the opposite is also true.
We should not use “individual mistakes” as an excuse to ignore genuine systematic problems if they exist.
The proper approach is:
Identify the problem. Verify it. Establish the evidence. Advise with wisdom. Correct what can be corrected.
13. FAMILY RESPONSIBILITIES MUST NOT BE NEGLECTED
Dawah does not cancel family responsibilities.
Allah has given every person responsibilities toward those under his care.
A man cannot abandon his wife and children under the pretext that he is calling other people to Allah.
The first people who deserve attention are those for whom a person is responsible.
This principle should be emphasized within every Dawah effort, including Tabligh.
Going out for Dawah is beneficial only when it does not result in neglecting an obligatory responsibility.
The stronger Tabligh work becomes, the more important it is that its workers understand this balance.
14. WHAT ABOUT GRAVES AND MOSQUES CONTAINING GRAVES?
This is a serious Islamic issue and should be discussed through evidence rather than slogans.
If a person encounters a practice involving grave worship or another form of prohibited religious practice, it should be corrected.
But one must distinguish between:
“A certain practice occurred in a particular place.”
and:
“The entire Tabligh movement believes in that practice.”
These are not the same claim.
Shaykh Ibn Baz رحمه الله himself emphasized the need for knowledge and correction in such matters. His broader principle was to cooperate with people in good while correcting what conflicts with the Sharīʿah.

15. GENTLENESS DOES NOT MEAN APPROVING FALSEHOOD
Islam does not teach us to choose between:
truth and gentleness.
Rather, it teaches us to combine them.
Allah says:
﴿ادْعُ إِلَىٰ سَبِيلِ رَبِّكَ بِالْحِكْمَةِ وَالْمَوْعِظَةِ الْحَسَنَةِ﴾
“Invite to the way of your Lord with wisdom and good instruction.”
And the Prophet ﷺ said:
«يَسِّرُوا وَلَا تُعَسِّرُوا، وَبَشِّرُوا وَلَا تُنَفِّرُوا»
“Make things easy and do not make things difficult; give glad tidings and do not repel people.”
Therefore:
Gentleness is not weakness.
Wisdom is not compromise.
Mercy is not approval of falsehood.
The successful caller knows how to speak the truth without unnecessarily destroying the heart of the person he is trying to guide.
16. DAWAH IS NOT A REPLACEMENT FOR SCHOLARS
This point deserves special emphasis.
The Tabligh movement is not a replacement for scholars.
Likewise, scholars are not expected to personally perform every form of field Dawah.
The Ummah needs:
scholars;
jurists;
Qur’an teachers;
students of knowledge;
Imams;
educators;
Du'at;
community workers;
parents;
reformers;
and ordinary Muslims who encourage one another toward good.
These roles can complement each other.
A healthy Dawah environment should therefore encourage cooperation between:
knowledge and action,
scholars and Du'at,
teaching and practical service,
the mosque and the wider community.
This is especially important for Tabligh workers: the more active the Dawah becomes, the greater the need for sound Islamic knowledge.
17. THE ISSUE OF JIHAD
Another area requiring precision is the use of the word jihad.
Jihad is a major subject in Islamic jurisprudence and has detailed rulings, conditions, categories, and circumstances.
Dawah should not be casually described as identical to armed jihad.
At the same time, Islam encourages believers to support the cause of Allah according to their legitimate ability.
The Prophet ﷺ said:
«مَنْ جَهَّزَ غَازِيًا فِي سَبِيلِ اللَّهِ فَقَدْ غَزَا، وَمَنْ خَلَفَ غَازِيًا فِي أَهْلِهِ بِخَيْرٍ فَقَدْ غَزَا»
“Whoever equips a fighter in the cause of Allah has participated in the fighting, and whoever takes good care of the family of a fighter has participated in the fighting.”
The hadith is authentic and recorded by al-Bukhari and Muslim.

The Prophet ﷺ also said:
«مَنْ مَاتَ وَلَمْ يَغْزُ، وَلَمْ يُحَدِّثْ نَفْسَهُ بِغَزْوٍ، مَاتَ عَلَى شُعْبَةٍ مِنْ نِفَاقٍ»
“Whoever dies without having fought and without having thought of fighting has died upon a branch of hypocrisy.”
This hadith is authentic and is recorded in Sahih Muslim.
However, these texts must be understood through qualified Islamic scholarship and the established rulings of jihad.
They must never be used to justify:
vigilantism;
terrorism;
violence against civilians;
unlawful armed activity;
disorder;
or individual acts of aggression.
Dawah has its own principles, and jihad has its own jurisprudential framework.
18. THE FAIR POSITION TOWARD TABLIGH
After considering the Qur’an, Sunnah, and the statements of scholars, a balanced position can be summarized as follows:
We do not say:
“The Tabligh movement is perfect.”
Nor do we say:
“The Tabligh movement is entirely false.”
Rather:
There is good within it, there are shortcomings within it, its individuals differ, and its work should be evaluated according to the Qur’an and Sunnah.
This is remarkably consistent with the principle expressed by Shaykh Ibn Baz رحمه الله:
«بل معهم في الخير، وعليهم فيما أخطأوا فيه»
“Rather, be with them in good and against them regarding what they have done incorrectly.”
And it is also consistent with the balanced assessment of Shaykh Ibn Uthaymeen رحمه الله, who acknowledged both deficiencies and significant positive effects in guiding people.
19. WHAT SHOULD TABLIGH BECOME IN THE FUTURE?
The answer is not to destroy Dawah.
The answer is to strengthen it with knowledge.
We want:
Dawah with sound Tawhid.
Faith with knowledge.
Knowledge with action.
Enthusiasm with wisdom.
Gentleness with firmness upon truth.
Dawah with proper attention to family responsibilities.
Travel and organization without treating organizational schedules as divine obligations.
Respect for Muslims with correction of genuine mistakes.
Cooperation with scholars and students of knowledge.
A global Dawah effort that understands different cultures and societies.
If these qualities are brought together, the Dawah becomes stronger.
20. A FINAL WORD TO THOSE WHO CRITICIZE TABLIGH
If you criticize the Tabligh movement, criticize with evidence.
If you see a genuine mistake, identify it accurately.
If you hear a story, verify it.
If someone attributes a statement to a scholar, ask for the original source.
Do not judge millions of people because of one person's mistake.
But likewise, do not reject every criticism merely because you love the people of Dawah.
The Qur’an and Sunnah are above all groups.
The truth is greater than any organization.
The standard is not:
“What does Tabligh say?”
Nor:
“What does its opponent say?”
The standard is:
What does Allah say?
What did the Messenger of Allah ﷺ teach?
How did the reliable scholars understand it?
That is the correct foundation.
CONCLUSION
The Tabligh movement should neither be treated as infallible nor dismissed as worthless.
It has individuals of different levels, different backgrounds, different degrees of knowledge, and different degrees of commitment.
It has strengths.
It has weaknesses.
It has people who need correction.
It has people who have sacrificed their time, wealth, comfort, and energy for Dawah.
It has people whose lives have changed through their efforts.
And it has shortcomings that should be addressed through knowledge and sincere advice.
This is the realistic and fair assessment.
Shaykh Ibn Baz رحمه الله taught us to cooperate with people in goodness while rejecting what conflicts with the Sharīʿah.
Shaykh Ibn Uthaymeen رحمه الله acknowledged the movement's shortcomings while also stating that it has had a profound influence in guiding people and recognizing qualities such as gentleness, selflessness, and good character.
Therefore:
We do not sanctify the movement.
We do not demonize the movement.
We support good.
We correct mistakes.
We seek knowledge.
We verify accusations.
We cooperate upon righteousness.
And we judge everyone by the Qur’an and authentic Sunnah.
Allah سبحانه وتعالى says:
﴿وَتَعَاوَنُوا عَلَى الْبِرِّ وَالتَّقْوَىٰ وَلَا تَعَاوَنُوا عَلَى الْإِثْمِ وَالْعُدْوَانِ﴾
“Cooperate with one another in righteousness and piety, and do not cooperate in sin and transgression.”
Surah al-Ma’idah 5:2
May Allah rectify the affairs of the Muslims.
May He guide the callers to Allah.
May He grant them sincere intentions, beneficial knowledge, wisdom, patience, humility, and sound understanding.
May Allah unite the hearts of the Muslims upon the Qur’an and the Sunnah of His Messenger ﷺ.
And may Allah accept every sincere effort made to bring His servants closer to Him.
And all praise belongs to Allah, Lord of the worlds.

The Shaykh was asked specifically about joining the Tabligh movement.
His answer includes the principle:
«فشارك في الخير، ولا تشارك في الشر»
and concludes:
«بل معهم في الخير، وعليهم فيما أخطأوا فيه»
He therefore did not advocate absolute allegiance or absolute opposition, but cooperation in good and correction of mistakes.

The Shaykh said:
«الدعوة إلى الله عز وجل مأمور بها»
He also acknowledged:
«لأن لهم تأثيراً بالغاً في هداية الخلق»
He further stated that they have shortcomings in knowledge and need students of knowledge to accompany and guide them, while explicitly saying that he was not severe in warning against them.

FINAL PRINCIPLE
The fairest conclusion is therefore:
Do not judge the Tabligh movement by propaganda, isolated incidents, or unverified stories.
Do not declare it infallible either.
Take the good, correct the mistakes, seek knowledge from qualified scholars, verify reports, and judge everything by the Qur’an and authentic Sunnah.
This is not blind partisanship.
It is justice.
And justice is closer to the guidance of Islam.
